Building an in-house SEO team: SEO team structure, tools and budget

Copy for AI

Building an in-house SEO team means bringing technical work, content and strategy in-house permanently instead of buying them in. That gives you control and deep knowledge of your own business, but it costs more than a single job opening: you pay salaries, tools, training and months of ramp-up before any result shows. In this article you will read which roles the right SEO team structure covers, what it realistically costs and when building in-house beats outsourcing.

What an in-house SEO team really is

Many companies think that hiring one SEO specialist equals having a team. It does not. SEO is not one discipline, it is three that happen to meet: technical, content and authority. One person who does all of that at a top level rarely exists. And if that person does exist, they are expensive and hard to keep.

An in-house team means you bring these disciplines in structurally, steer them and have them work with your wider marketing. The difference with a single hire is continuity and breadth. A team does not grind to a halt during holidays or after someone leaves, and it covers more than one discipline at a time.

If you want to understand the basics before you think about teams, read our explanation of what SEO is. There you will see why the three disciplines need each other.

The SEO team structure you need

A complete team runs on four profiles. Not every company fills them with four separate people, but the functions have to be covered.

  • Technical SEO specialist. Guards crawlability, indexing, site speed and the structure of your website. Works closely with developers. Without this profile all your other work leaks away, because Google cannot read your pages properly.
  • Content specialist or SEO copywriter. Translates search intent into pages that rank and convert. Knows your audience and your offer, and writes not for the search engine but for the buyer. This is the profile that handles the most volume.
  • SEO strategist. Decides which topics you tackle, how you build clusters and how SEO connects to your commercial goals. This profile thinks in pipeline, not in rankings.
  • Team lead or marketing manager. Steers, guards priorities and connects SEO to the rest of your marketing. Without someone guarding the direction, a team becomes a collection of loose tasks.

In practice you rarely start with four people. A realistic start is one strong generalist who guards the strategy, complemented by a content profile. You then keep buying technical work in until the volume is big enough to hire someone permanently for it.

What the tools cost

People are the biggest line item, but the tooling is often forgotten. A working team needs a fixed stack:

  • A keyword and competitor tool for research and monitoring.
  • A crawler to spot technical problems.
  • Access to your analytics and Search Console, connected to reporting.
  • Possibly a rank tracker and a content optimisation tool.

Those subscriptions quickly add up to several hundred euros a month, depending on how many keywords and projects you track. It is not a deal breaker in a large budget, but it does belong in your calculation. An internal employee without the right tools works blind.

The real cost picture

This is where most companies get the maths wrong. They count one salary and think they are done. The real cost of building in-house has four layers.

  1. Salaries. An experienced SEO profile in the Benelux is not a cheap hire, and you need several of them to cover the breadth. Factor in employer costs too, not just the gross salary.
  2. Tools. The fixed monthly stack above.
  3. Training and keeping up. SEO changes constantly. Your team needs time and budget to stay sharp, otherwise your knowledge ages within a year.
  4. Ramp-up. This is the hidden cost. A new team does not deliver results from day one. Time goes into onboarding, into getting to know your business, and SEO itself works slowly. In the first months you pay salaries without visible return.

Add those layers up and you understand why building in-house only pays off from a certain scale. Want to dig into the numbers? Then read what SEO costs and build a solid SEO business case for your management.

How long the ramp-up takes

Do not expect results in the first months. A new team first has to get to know your website, get the technical basics in order and build a content rhythm. After that, Google has to pick up the changes and reward them, and that does not happen overnight.

Realistically, in the first months you mostly build foundations: audits, structure, a content plan and the first pages. Visible growth in traffic and leads comes later. That is not a weakness of the approach, it is the nature of SEO. Anyone promising faster results is selling you an illusion. Google gives nobody guarantees on rankings.

This is exactly why the ramp-up matters so much in your decision. You pay a fixed team from day one, while the result only arrives later. With an external partner, that risk is spread differently.

In-house versus outsourcing versus hybrid

The choice is not a matter of right or wrong, but of situation. Three models, each with its own logic.

BreadthOnly at scaleBroad immediatelyBroad immediately

Ramp-upLong, you carry itShorterShared
FitsHigh volume, SEO as core engineWell-defined needGrowing, direction kept in-house

In-house pays off when SEO is a permanent growth engine with enough volume to keep a team busy all year, and when you see the knowledge of your own business as a decisive advantage.

Outsourcing fits when you cannot fill a complete team, need breadth quickly or would rather put the ramp-up risk with a partner. Read outsourcing SEO for the wider trade-off, or compare a freelancer with an agency specifically.

Hybrid is the smartest starting point for most B2B companies. You keep one internal owner who guards the direction and knows your business, and you pair that with a partner who delivers the breadth and the execution. That way you build knowledge in-house without hiring four people at once and financing years of ramp-up.

Why SEO does not stand alone

One thing many internal teams miss: SEO is not an island. It is the acquisition layer of your wider growth engine. A team that only looks at rankings optimises for vanity numbers. A team that looks at pipeline connects every page to a commercial goal.

On top of that comes a new dimension. Search is shifting to AI. You do not just want to rank in Google, you also want to be cited by ChatGPT, Google AI and Perplexity. An internal team has to build that shift into its strategy, otherwise you are building for a world that is disappearing. That takes knowledge that is still scarce and that you will not easily bring in with a single hire.

This is immediately the strongest argument for the hybrid model. Your internal owner guards the business and the priorities, while a partner who lives in this material every day delivers the advanced SEO approach and pulls your team up to the level that search engines and AI demand today.

Decide on scale, not on gut feel

Build in-house if SEO is your core engine and you have the volume to feed a team. Outsource if your need is well-defined or you want to spread the ramp-up risk. Start hybrid if you are in doubt, because that gives you control and breadth at the same time, without betting everything on internal hires straight away.

The mistake you want to avoid is hiring half a team that does not cover the breadth and runs months of ramp-up without result. Then you pay the cost of building in-house without harvesting the benefits.
